The simplified process for registering international companies in Russia’s Special Administrative Regions (SARs) will now also apply to private companies whose owners or beneficiaries are Russian currency residents.

Individuals will be designated as foreign agents if they assist in carrying out the decisions of international organizations in which Russia is not a participant, or if they work with foreign government bodies whose actions are deemed to threaten Russia’s security.
This classification will also apply to anyone who:

Involves others in gathering information related to military or military-technical matters that could be used against Russia, or
Participates in creating or distributing messages and materials with such intent.

The Russian government and the Central Bank will define a list of critical information infrastructure facilities that will have to switch to domestic software.

The President canceled a previous decision to place Ariston’s Russian assets under temporary management linked to Gazprom Household Systems.

Foreign companies that financed the Armed Forces of Ukraine or other organizations whose activities are directed against the security of the Russian Federation will not have the right to conduct any activities on the territory of Russia.

The President has permitted that, in all key regional power grid companies where over 50% of the authorized capital is held by a Russian company that is itself more than 50% state-owned, the votes of shareholders from unfriendly countries may be disregarded.

Founders who are subject to sanctions can request that information about the companies they establish be classified.

Over 42 billion rubles will be allocated from the federal budget for the implementation of the program of concessional lending to the agro-industrial complex in 2025.
