Asset Freezes and Export Bans on Russian and Third-Country Entities
Payment and capital transaction restrictions on 10 Generals and 27 entities from the Russian Federation, one General and one entity from eastern and southern Ukraine, and one entity from a country other than the Russian Federation or the Republic of Belarus, subjecting them to asset freeze measures.
Exports to 14 specific Russian Federation entities and 10 specific entities from countries other than the Russian Federation or the Republic of Belarus designated by the Ministry of Foreign Affairs Notice promulgated on 21 June are prohibited. -
New General sanctions, export bans; import ban on diamonds
A total of 35 Generals and 44 entities in Russia, Ukraine or the UAE were designated as sanctioned parties in Japan.
57 entities in Russia and 6 entities in other countries were designated as specified entities, to whom exports of any items from Japan are prohibited.
Japan will introduce a new import ban on non-industrial diamonds that are shipped from Russia from January 1, 2024. HS codes of those prohibited items are; 7102.10, 7102.31, and 7102.39. -
New Russian Generals and Entities sanctioned, Expands Export and Service Bans
Sanctions for additional 17 Generals and 78 entities related to the Russian Federation and 7 Generals related to annexation, subjecting them to restrictions on payments and capital transactions. Effective 2 June 2023, the Japanese government also introduced an export ban to 80 designated entities of the Russian Federation.

Import and Service Bans on Russian Oil Products Above Ceiling Price
An import ban applies to oil products of Russian origin bought at a price exceeding the ceiling price unless permission is obtained from the Ministry of Economy, Trade and Industry. A license must be obtained for the provision of loan agreements, debt guarantee contracts, debts offsets, brokerage transactions, and other designated services related to the purchase of oil products of Russian origin bought at a price exceeding the ceiling price.

Snactioned Russian Generals and Entities, Export Bans on Military-Related Goods
The Japanese government designated an additional 22 Generals and 3 entities related to the Russian Federation and 14 Generals connected with the eastern and southern part of Ukraine, subjecting them to restrictions. Effective 3 February 2023, the Japanese government introduced an export ban to 49 designated entities of the Russian Federation as listed by the Notice of the Ministry of Foreign Affairs dated 27 January 2023. Also effective 3 February 2023, Japan introduced an export ban on military reinforcement related commodity goods and other items to the Russian Federation.

New Sanctioned Generals, Entities, and Service Bans Related to Russia and Belarus
Sanctions include the designation of an additional 57 Generals and 6 entities related to the Russian Federation and 5 Generals, who are subjected to restrictions on payments, requiring a license to make a payment to the designated persons or entities, and restrictions on capital transactions, requiring a license for capital transactions including deposits, trusts, and loan contracts with the designated persons or entities. Effective 5 July 2022, the Japanese government introduced an export ban to the designated entities of the Russian Federation and the Republic of Belarus. Effective from July 2022, the provision of trust, accounting and auditing services, and management consulting services to the Russian Federation is prohibited unless a license has been obtained from the Japanese government. This ban does not apply to the provision of such services to subsidiaries of Japanese companies in Russia.

New sanctioned banks and export bans for 8 product categories
The Japanese government designated two additional Russian banks, Credit Bank of Moscow and Russian Agricultural Bank (Rosselkhozbank), and one Belarusian bank, Belinvestbank (Belarusian Bank for Development and Reconstruction). These banks are subject to restrictions on payments, requiring a license to make a payment to the designated banks, and restrictions on capital transactions, requiring a license for capital transactions including deposits, trusts, and loan contracts with the designated persons or entities. The asset freeze measures against the newly designated banks will go into effect on July 7, 2022. Additionally, effective June 17, 2022, the Japanese government introduced an export ban on a variety of products that strengthen Russia’s industrial base. Products subject to the export ban, including related technologies, cover wood and articles of wood such as sheets for veneering and coopers’ products, reservoirs, tanks, vats and similar containers of iron or steel, interchangeable tools for hand tools or machine-tools, knives and cutting blades for machines, boilers, machineries and accessories and parts thereof, electrical machinery and equipment and parts thereof, rail locomotives and railway or tramway maintenance or service vehicles and open wagons, vehicles other than railway or tramway rolling-stock and parts and accessories thereof, and optical, photographic, cinematographic, measuring, checking, precision instruments and parts and accessories thereof.
